Matt's Emulation Lair is a great place to get the coolest roms for Nintendo, Super Nintendo, and Sega. Due to limited space, I can only have so many on at a time. But you can request any rom that you want, I'll find it if I don't already have it. Bookmark this page (Ctrl+D) because it is updated very frequently.
Emulators
The following are (in my opinion) the best emulators for some old console systems.
Nintendo
Nesticle v.0.43-The best emulator by far for the Nintendo. Loads of great features, if you play Nintendo, you need this.
Super Nintendo
Zsnes v.800-This is my favorite for the Super Nintendo. Same features as Nesticle but w/different (I think better) GUI.
Sega Genesis
Genecyst vX.XX-This is a pretty good emulator. Same (almost) GUI as Nesticle. This have a graphics problem w/Road Rash 2 (I have it). Great w/every other game.
KGen 98 v.4b-This is a good emulator for the Sega as well. Plays Road Rash 2 w/no problems.
Take me to the games!
